House health bill totals $1.2 trillion

Even though Pelosi says the health care bill will cost in the $900B range, others are saying nuh-uh!

The health care bill headed for a vote in the House this week costs $1.2 trillion or more over a decade, according to numerous Democratic officials and figures contained in an analysis by congressional budget experts, far higher than the $900 billion cited by President Barack Obama as a price tag for his reform plan.

While the Congressional Budget Office has put the cost of expanding coverage in the legislation at roughly $1 trillion, Democrats added billions more on higher spending for public health, a reinsurance program to hold down retiree health costs, payments for preventive services and more.

Many of the additions are designed to improve benefits or ease access to coverage in government programs. The officials who provided overall cost estimates did so on condition of anonymity, saying they were not authorized to discuss them.

House Speaker Nancy Pelosi has referred repeatedly to the bill's net cost of $894 billion over a decade for coverage.

You know this means this legislation will really end up costing around $4T. Isn't that usually how it works?

Let the battle begin:

The battle over health care reform reached another milestone Thursday as top House Democrats unveiled sweeping legislation that includes a highly controversial public health insurance option.

The nearly 2,000 page bill -- a combination of three different versions passed by House committees -- would cost $894 billion over 10 years and extend insurance coverage to 36 million uncovered Americans, according to House Speaker Nancy Pelosi.

It guarantees that 96 percent of Americans have coverage, Pelosi said. The figure is based on an analysis by the nonpartisan Congressional Budget Office.

Among other things, the bill would subsidize insurance for poorer Americans and create health insurance exchanges to make it easier for small groups and individuals to purchase coverage. It would also cap annual out-of-pocket expenses and prevent insurance companies from denying coverage for pre-existing conditions.

Pelosi's office said the bill would cut the federal deficit by roughly $30 billion over the next decade. The measure is financed through a combination of a tax surcharge on wealthy Americans and spending constraints in Medicare and Medicaid.

Health Insurance and their ill gotten profits

It appears the Health Insurance companies don't really have the big, fat profits were have been told:

In the health care debate, Democrats and their allies have gone after insurance companies as rapacious profiteers making "immoral" and "obscene" returns while "the bodies pile up."

But in pillorying insurers over profits, the critics are on shaky ground. Ledgers tell a different reality.

Health insurance profit margins typically run about 6 percent, give or take a point or two. That's anemic compared with other forms of insurance and a broad array of industries, even some beleaguered ones.

THE CLAIMS

-"I'm very pleased that (Democratic leaders) will be talking, too, about the immoral profits being made by the insurance industry and how those profits have increased in the Bush years." House Speaker Nancy Pelosi, D-Calif., who also welcomed the attention being drawn to insurers' "obscene profits."

-"Keeping the status quo may be what the insurance industry wants. Their premiums have more than doubled in the last decade and their profits have skyrocketed." Maryland Rep. Chris Van Hollen, member of the Democratic leadership.

-"Health insurance companies are willing to let the bodies pile up as long as their profits are safe." A MoveOn.org ad.

THE NUMBERS:

Health insurers posted a 2.2 percent profit margin last year, placing them 35th on the Fortune 500 list of top industries. As is typical, other health sectors did much better - drugs and medical products and services were both in the top 10.

The railroads brought in a 12.6 percent profit margin. Leading the list: network and other communications equipment, at 20.4 percent.

HealthSpring, the best performer in the health insurance industry, posted 5.4 percent. That's a less profitable margin than was achieved by the makers of Tupperware, Clorox bleach and Molson and Coors beers.

The star among the health insurance companies did, however, nose out Jack in the Box restaurants, which only achieved a 4 percent margin.

UnitedHealth Group, reporting third quarter results last week, saw fortunes improve. It managed a 5 percent profit margin on an 8 percent growth in revenue.

Van Hollen is right that premiums have more than doubled in a decade, according to a Kaiser Family Foundation study that found a 131 percent increase.

This fall while members of Congress toil in the U.S. Capitol, working to decide how or even whether to reform the country's health care system, one floor below them an elaborate Navy medical clinic -- described by those who have seen it as something akin to a modern community hospital -- will be standing by, on-call and ready to provide Congress with some of the country's best and most efficient government-run health care.

Through interviews with former employees and members of Congress, as well as extensive document searches, ABC News has learned new details about the services offered by the Office of Attending Physician to members of Congress over the past few years, from regular visits by a consulting chiropractor to on-site physical therapy.

"A member walked in and was generally walked right back into a physician's office. They get good care. They are not rushed. They are examined thoroughly," said Eduardo Balbona, an internist in Jacksonville, Fla., who worked as a staff physician in the OAP from 1993 to 1995.

Members of Congress do not pay for the individual services they receive at the OAP, nor do they submit claims through their federal employee health insurance policies. Instead, members pay a flat, annual fee of $503 for all the care they receive. The rest of the cost of their care, sources said, is subsidized by taxpayers.

Support for health care hits a new low

I think President Obama should have another press conference and hit all the Sunday talk shows again. It really seems to help him.

Just 41% of voters nationwide now favor the health care reform proposed by President Obama and congressional Democrats. That’s down two points from a week ago and the lowest level of support yet measured.

The latest Rasmussen Reports national telephone survey finds that 56% are opposed to the plan.

Senior citizens are less supportive of the plan than younger voters. In the latest survey, just 33% of seniors favor the plan while 59% are opposed. The intensity gap among seniors is significant. Only 16% of the over-65 crowd Strongly Favors the legislation while 46% are Strongly Opposed.

For the first time ever, a slight plurality of voters now express doubt that the legislation will become law this year. Forty-six percent (46%) say passage is likely while 47% say it is not. Those figures include 18% who say passage is Very Likely and 15% who say it is Not at All Likely. Sixty percent (60%) are less certain.

It is a tax and it will hit those making less than $250K

I don't know about you, but I am shocked. SHOCKED!

You knew this was coming. Ranking Republican Chuck Grassley asked a staffer about the penalty for not carrying insurance. "Isn't the penalty here an excise tax and won't it affect people making under $250,000 a year?" he asked Thomas Barthold, the joint tax committee's chief.

"It's structured as a penalty excise tax," Barthold answered. “Yes, we think that some people would be subject to the penalty excise tax when everything shakes out. We would expect that some would have incomes less than $200,000.”

Obama's Solution to Health Care For Illegals

Make the legal!

President Obama said this week that his health care plan won’t cover illegal immigrants, but argued that’s all the more reason to legalize them and ensure they eventually do get coverage.

He also staked out a position that anyone in the country legally should be covered - a major break with the 1996 welfare reform bill, which limited most federal public assistance programs only to citizens and longtime immigrants.

“Even though I do not believe we can extend coverage to those who are here illegally, I also don’t simply believe we can simply ignore the fact that our immigration system is broken,” Mr. Obama said Wednesday evening in a speech to the Congressional Hispanic Caucus Institute. “That’s why I strongly support making sure folks who are here legally have access to affordable, quality health insurance under this plan, just like everybody else.

Mr. Obama added, “If anything, this debate underscores the necessity of passing comprehensive immigration reform and resolving the issue of 12 million undocumented people living and working in this country once and for all.”

Republicans said that amounts to an amnesty, calling it a backdoor effort to make sure current illegal immigrants get health care.

This should go over well. He not only wants middle class American's to pay for health care for the poor, he also wants them to pay for those who came here illegally.

This is going to get real ugly.

Two of every three practicing physicians oppose the medical overhaul plan under consideration in Washington, and hundreds of thousands would think about shutting down their practices or retiring early if it were adopted, a new IBD/TIPP Poll has found.

The poll contradicts the claims of not only the White House, but also doctors' own lobby — the powerful American Medical Association — both of which suggest the medical profession is behind the proposed overhaul.

It also calls into question whether an overhaul is even doable; 72% of the doctors polled disagree with the administration's claim that the government can cover 47 million more people with better-quality care at lower cost.

Sarah Palin's Response to the President's Health Care Speech

She's not going away.

After all the rhetoric is put aside, one principle ran through President Obama’s speech tonight: that increased government involvement in health care can solve its problems.

Many Americans fundamentally disagree with this idea. We know from long experience that the creation of a massive new bureaucracy will not provide us with “more stability and security,” but just the opposite. It's hard to believe the President when he says that this time he and his team of bureaucrats have finally figured out how to do things right if only we’ll take them at their word.

Our objections to the Democrats’ health care proposals are not mere “bickering” or “games.” They are not an attempt to “score short term political points.” And it’s hard to listen to the President lecture us not to use “scare tactics” when in the next breath he says that “more will die” if his proposals do not pass.

In his speech the President directly responded to concerns I’ve raised about unelected bureaucrats being given power to make decisions affecting life or death health care matters. He called these concerns “bogus,” “irresponsible,” and “a lie” -- so much for civility. After all the name-calling, though, what he did not do is respond to the arguments we’ve made, arguments even some of his own supporters have agreed have merit.

In fact, after promising to “make sure that no government bureaucrat .... gets between you and the health care you need,” the President repeated his call for an Independent Medicare Advisory Council -- an unelected, largely unaccountable group of bureaucrats charged with containing Medicare costs. He did not disavow his own statement that such a group, working outside of “normal political channels,” should guide decisions regarding that “huge driver of cost ... the chronically ill and those toward the end of their lives....” He did not disavow the statements of his health care advisor, Dr. Ezekiel Emanuel, and continuing to pay his salary with taxpayer dollars proves a commitment to his beliefs. The President can keep making unsupported assertions, but until he directly responds to the arguments I’ve made, I’m going to call him out too.

Remember, Mr. President, elected officials work for the people. Forcing a conclusion in order to claim a “victory” is not healthy for our country. We hear you say government isn’t always the answer; now hear us -- that’s what we’ve been saying all along.

Obama disapproval on health care up to 52 percent

I don't think another speech on health care is going to help him any. He is running the risk of being overexposed. Unless he comes up with something new to offer, this will be a total waste.

Public disapproval of President Barack Obama's handling of health care has jumped to 52 percent, according to an Associated Press-GfK poll released hours before he makes his case for overhaul in a prime-time address to Congress.

With his health revamp moving slowly and unemployment edging ever higher, Obama's overall approval rating has also suffered a blow. The survey showed that 49 percent now disapprove of how he is handling his job as president, up from 42 percent who disapproved in July.

The grade people give Obama on health care also has worsened since July, when just 43 percent disapproved of his work on the issue.

The poll underscores how the president has struggled to win public support to reshape the nation's $2.5 trillion health care system and to put the brakes on a deep recession.

Disagree With Your Doctor, Have Your Child Taken Away

This is what can happen to you if you give the government too much power.

PARENTS are being threatened with having their children taken into care after questioning doctors’ diagnoses or objecting to their medical care.

John Hemming, a Liberal Democrat MP, who campaigns to stop injustices in the family court, said: “Very often care proceedings are used as retaliation by local authorities against ‘uppity’ people who question the system.”

The mother of a 13-year-old girl who became partly paralysed after being given a cervical cancer vaccination says social workers have told her the child may be removed if she (the mother) continues to link her condition with the vaccination.

A couple had all six of their children removed from their care after they disputed the necessity of an invasive medical test on their eldest daughter. Doctors, who suspected she might have had a blood disease, called for social services to obtain an emergency protection order, although it was subsequently confirmed that she was not suffering from the condition. The parents were still considered unstable, and all their children were taken from them.

A single mother whose teenage son is terminally ill and confined to a wheelchair has been told he is to become the subject of a care order after she complained that her local authority’s failure to provide bathroom facilities for him has left her struggling to maintain sanitary standards.

Sentenced to death on the NHS

Patients with terminal illnesses are being made to die prematurely under an NHS scheme to help end their lives, leading doctors have warned.

In a letter to The Daily Telegraph, a group of experts who care for the terminally ill claim that some patients are being wrongly judged as close to death.

Under NHS guidance introduced across England to help doctors and medical staff deal with dying patients, they can then have fluid and drugs withdrawn and many are put on continuous sedation until they pass away.

But this approach can also mask the signs that their condition is improving, the experts warn.

As a result the scheme is causing a “national crisis” in patient care, the letter states. It has been signed palliative care experts including Professor Peter Millard, Emeritus Professor of Geriatrics, University of London, Dr Peter Hargreaves, a consultant in Palliative Medicine at St Luke’s cancer centre in Guildford, and four others.

“Forecasting death is an inexact science,”they say. Patients are being diagnosed as being close to death “without regard to the fact that the diagnosis could be wrong.

“As a result a national wave of discontent is building up, as family and friends witness the denial of fluids and food to patients."

The warning comes just a week after a report by the Patients Association estimated that up to one million patients had received poor or cruel care on the NHS.

Today's Grandma will continue to get good care if a single payer system is inacted. It is the younger baby boomer's and beyond that will receive the poor treatment.

Obama- Health Care Public Option is Out?

Apparently, Obama is shifting strategy and will not demand the inclusion of a public option in his health care speech next week. (how many health care speeches has he given so far?)

Aides to President Barack Obama are putting the final touches on a new strategy to help Democrats recover from a brutal August recess by specifying what Obama wants to see in a compromise health care deal and directly confronting other trouble spots, West Wing officials tell POLITICO.

Obama is considering detailing his health-care demands in a major speech as soon as next week, when Congress returns from the August recess. And although House leaders have said their members will demand the inclusion of a public insurance option, Obama has no plans to insist on it himself, the officials said.

Sen. Byrd wants to rename Health Care bill after Kennedy

The Democrats new marketing strategy to pass health care legislation is to name the thing after Sen. Kennedy:

Sen. Robert Byrd (D-W.Va.), the only senator to have served longer than the late Sen. Edward Kennedy (D-Mass.), mourned his friend Wednesday, saying his "heart and soul weeps."

Byrd said he hoped healthcare reform legislation in the Senate would be renamed in memoriam of Kennedy.

"In his honor and as a tribute to his commitment to his ideals, let us stop the shouting and name calling and have a civilized debate on health care reform which I hope, when legislation has been signed into law, will bear his name for his commitment to insuring the health of every American," Byrd said.

I'm glad to see the Dems are staying classy with the death of Kennedy. It would be so unlike them to turn his funeral into a campaign rally.
